Edward's Prairie Village Municipal Campus Renovation Plan

A point to be made regarding redeveloping the Municipal Complex.

My plan below is designed to provide an alternative design to the current plan. I believe the most reasonable way forward is to redevelop the existing building, but do so by coming up with a development plan and submitting this plan to multiple commercial construction contractors to receive bids for the redevelopment. The city can then evaluate the bids to choose the appropriate contractor and the best path forward.

During the Christmas and News Year Break, I spent some time thinking about the Prairie Village Municipal Complex development plan. To date the City's plan is to tear down the recently purchased Mission Road Bible Church, build a new LEED Platinum City Hall in its place and refurbish the old City Hall for the Court and the Police Department.
I have contacted several city council members and city staff concerning my municipal complex construction plan. To keep my plan as consistent as possible from a cost perspective I have used the City’s cost per SF. I have also learned that the City has included an expense contingency in its cost per SF. After learning this and to continue to keep the plans as consistent as possible, I am removing my construction contingency from my expense report. My plan is as follows:


I believe a more reasonable plan can be developed. A plan that brings better value to the City of Prairie Village. I believe my plan accomplishes this goal!
  • My plan is $25 M vs the current City plan of $30 M. Both plans include the $4.5 M purchase of the Mission Road Bible Church. My gut tells me that the City's $600 & $650 per SF cost for new construction can be reduced by 10% to 20%. With my plan, at the end of construction, the City of Prairie Village still has the Mission Road Bible Church, an asset valued at $4.5 M. Reducing my overall cost to $20 M and saving the City of Prairie Village $10 M.​

The Municipal Campus Construction Project has come a long way and has been in planning and discussion for a long time. I believe that this is an appropriate time to provide an alternative to the current plan. 
​My plan provides the following:
  • Keeps the Municipal Complex in a single building, making ongoing building management more cost effective and efficient.
  • Builds at an energy efficient, high quality standard while staying away from the unnecessary cost and administrative headache that comes with LEED.
  • The recently purchased church can be used as a temporary City Hall/Court while the current building is under construction. After the construction is completed, Prairie Village has a valuable asset that can be used for multiple purposes.
  • The combination of renovation and new construction takes full advantage of the current building, which is structurally sound, while maximizing unused space behind the Police Department.
  • Provides approximately 22,000 GSF, not including current Police Department.
  • Provides the required programming space for City Hall, Court and the Police Department.
  • Keeps the Police Department offices closer together.​
  • Provides covered parking for police cruisers with close access to the Police Department.
  • Brings the entire current Municipal Complex up to a 50-year life.
  • The total cost estimate is less than the current city estimate to build a new City Hall and provide renovations to Court and the Police Department.​
My plan:
  • ​Is financially more reasonable $20 M vs $30 M
  • ​Addresses programming needs for City Hall, Court & Police Department
  • Brings the entire Municipal Complex up to a 50-year life
  • Is able to take advantage of the recently purchased Church to function as a temporary City Hall
  • Provides the opportunity and time for the City Council and the Residents of Prairie Village to consider a positive future for the Church. For example: Civic / Community Center, Pickle Ball Facility, Community meetings, Art gallery, Sell for a profit...
As of January 16th, I have met with and reviewed this plan with City staff and the Police Department.
